Shirley has worked for Native-led organizations for 25 years in various capacities, including organizational leadership, development and program development, management, evaluation and oversight. She is a citizen of the Oglala Lakota Nation, and is a descendant of the Oneida, Yakama and Umatilla Tribes. She is IJA’s first-ever Fund Development Director.
